National Water Act 1998, Water Rights and Use by Derril Daniels - Dept of Water Affairs.

Derril explained what water rights are, how they can be exercised, within a set timeframe. These are  reviewed by periodically by DWA and reassessed with regard to the said rights. This is to make sure the  reserves of a catchment, watercourse, river, etc remain viable for the environment reserve, human consumption and animal use. Weather seasons, cycles and change of climate, effect these water reserves and need to be redeterimed periodically.
